It's in the game. Just keep looking in the hairs until you find it.

Its a little harder than getting new hair from the exchange, but if you only want the hair it's great. Also I have some Sims uploaded if you go to my profile. They only have downloaded hair so you don't have to deal with the extra skin tones and all of the extra clothes.
