Do pets adopted via the phone count for this lifetime wish? Do offspring of these pets count for the wish?

Offsprings don't count.

There's a question as to if the adopt over the phone option is suppose to work or not. For some it does, for some it doesn't.

My Sim adopted a kitten from a neighbor and that counted, even though that's not exactly a 'stray', lol.
