What exactly is it, is it a rock/gem? I tried the buydebug cheat to look at the spawners, but there are SO many of them, I need to narrow it down. And what exactly does it do?

It's considered a gem and it's generally found in China. However, the easiest way to get it on a regular basis is to have your Sim train to become a martial arts expert. It's one of the gems which comes out of the space rock block on the block breaking item (which you can get from buydebug under misc.)

You can also get Tiberium (and many other interesting objects) by the "transform" action on the largest display case.

If you have Ambitions or Pets installed, you can also find Tiberium with the miner or asking your pets to hunt for it.

Also it makes your sim feel sick if it is in thier inventory too long, and if you place it in your yard it "grows" into a bigger, much more valuble gem!

Not sure if Tiberium is found naturally in China or in Egypt, but my most common way of getting it is having a disciplined martial artist who's completed the timber breaker martial arts challenge break space rock boards for it.

Edit: out of the gem/rock spawners in buydebug, I believe it's listed as an egyptian spawner.
